This course provides LGUs with strategic, legal, and technical guidance in reviewing and updating their Local Revenue Codes, including the rationalization of taxes, fees, and charges using existing BLGF and DILG-DOF policy guidelines and tools such as the Local Fees and Charges (LFC) Toolkit.
The course also serves as a preparatory and readiness-building intervention for LGUs intending to undertake a comprehensive LGU-wide workshop on actual Local Revenue Code updating.
This course introduces participants to the fundamental concepts, principles, and frameworks of risk management applicable to the public sector. It focuses on identifying risks across various functions and organizational units within local governments and understanding how these risks may affect the achievement of strategic and operational objectives.
Emphasis shall be given to risks affecting local governance and public financial management, including local revenue generation, real property assessment and valuation, treasury operations, procurement, disaster risk and climate resilience, digital transformation initiatives, and the delivery of basic public services. Through practical LGU-based examples, case discussions, and exercises, participants will gain a deeper understanding of how risk management can support informed decision-making, strengthen internal controls, promote fiscal sustainability, enhance accountability, and improve overall local governance and service delivery.
Participants will learn how to assess risks by evaluating their likelihood and potential impact, developing appropriate risk responses, and establishing monitoring and control mechanisms to manage risks effectively. Through discussions and practical applications, the course aims to equip participants with the knowledge and tools necessary to foster a risk-aware culture within their respective LGUs.
